“The idea is to hold dog owners accountable for the behavior of their pets,” said Arvind Rao, Additional Municipal Commissioner for Animal Welfare, Lucknow. “Stray dog lovers need to be careful as well. If they feed ferocious dogs, they will be held accountable.”

Chief Secretary (Urban Development) Amrit Abhijat helped draft the rules that breeders, sellers, shelter operators and individuals must follow, said an official familiar with the development.
In the near future, stray dogs will be registered free of charge and will be sterilized and first vaccinated, officials said. Any individual or group of residents seeking to adopt five or more stray dogs should be treated the same as a shelter and follow guidelines drawn up by the Animal Welfare Board of India.
Civil society will also be required to provide dog owners with chips/tokens, which contain the pet’s registration number and details such as the owner’s name, address and contact number, officials said. said.
